Commander M. E. Vallario, USN, is a native of Pennsylvania having been born in Scranton on September 5, 1917.  After attending local schools, he entered the University of Scranton. He continued his education as a cadet in USS Annapolis, a training ship operated by the Commonwealth of Pennsylvania. Upon graduation, he sailed in various merchant ships until his entry into the Naval Service in May 1941 as Navigator in USS Tippecanoe, a Fleet oiler

Commander Vallario continued serving in various auxilaries during the early part of World War II. He assumed his first command as captain of USS Raccoon in 1944.  Following the war, he served at the Bureau of Naval Personnel, the General Line School at Monterey, California, and on the staff of Commander Naval Forces, Far East. Commander Vallario took command of USS John W. Weeks on 30 October 1953
